一、明确招标人需求。开始立项，代理委托书。

四、和招标人沟通，商榷初稿部分。核心是能否满足招标人招标要求，且不能违法违规。期间技术规范书是招标人提供，建议不修改，但是如果技术规范书有问题，建议要求招标人修正。你要帮助审核，防止出现纰漏和问题。
4、 Communicate with the tenderee and discuss the first draft. The core is whether it can meet the bidding requirements of the tenderee, and can not violate laws and regulations. During this period, the technical specifications are provided by the tenderee and are not recommended to be modified. However, if there are problems in the technical specifications, it is recommended to require the tenderee to modify them. You should help the audit to prevent mistakes and problems.
