一、明确招标人需求。开始立项,代理委托书。

四、和招标人沟通,商榷初稿部分。核心是能否满足招标人招标要求,且不能违法违规。期间技术规范书是招标人提供,建议不修改,但是如果技术规范书有问题,建议要求招标人修正。你要帮助审核,防止出现纰漏和问题。
